Charles Dillon was raised in Ventura, California and learned to play football at an early age. He honed his talents on the Hueneme High School football team in Oxnard, California. During his teen years, Charles Dillon was a star in football, track, and basketball though his heart was most in the latter. Charles Dillon was a varsity letter winner four years on the football team despite playing a wide variety of positions. Like his current Green Bay Packers teammate, CJ Wilson, Charles Dillon experimented widely on the football team and had success as a wide receiver, defensive back, running back, and kick returner. Due to his athleticism, Charles Dillon was a first-team All-Pacific View League pick in 2003. He was specifically selected for his wide receiver skills that season after totaling over 700 receiving yards and 10 touchdowns.

Charles Dillon next headed to Ventura Junior College where he played football and basketball. On the football field, he made a new season school record during his sophomore year in 2005. He totaled 69 catches for 1,004 yards, resulting in 13 touchdowns. As a result, Charles Dillon earned first-team All-Western States Conference honors. As a basketball player, Charles Dillon was also tops. He was number one in his conference with steals and he also had 15 points per game on average.

After his two junior college seasons, Charles Dillon headed to Washington State. Over the course of his junior and senior seasons, Charles Dillon competed in 24 games with 14 starts. He focused mainly on the position of wide receiver though he also played often a a kickoff returner.

After Charles Dillon graduated from Washington State, he was a non-drafted free agent for the Indianapolis Colts. However, he sustained a groin injury and was released. In order to still compete at a high level, Charles Dillon joined the Spokane Shock American League football team in 2009. His team won the league championship and his athletic skills were noticed: Charles Dillon signed with the Green Bay Packers in March 2010.
